Google Chrome's New Function "Chrome Home" In Android Was Previously Available In Chrome Developer App, But Now It Is Available In Google Chrome Stable Version And It Has A New Look With Home Button, Download Button, Bookmarks And History Option With A Complete New UI.To Enable This-Make Sure You've Latest Version Of Chrome Android, Currently I'm Using Chrome 59 In My Device And It Works.here's How To Enable It And How It's Works Well-

3.)Tap On Drop Down Button Just Below Of It And Choose "Enable", Once It Enable, Chrome Will Prompt You To Relaunch The Browser.
4.)In My Case, It Restart Two Times.after It, You'll See A Complete Different Look Of Chrome Android.swipe Up From Down Will Bring A Mini Chrome Home Window With Existing Opened Tab Where You See "Articles For You" Section" And Bookmarks.
In This Chrome Home, Address Bar, Tabs, And Chrome Menu Will Shift From Top To Bottom.and Three Options That Was Previously Available In Chrome's Menu(Downloads, Bookmarks, History) Will Shift From There To Chrome Home's Navigation.
When You Visit A Site In Chrome, Simply Swipe Up To Access These Navigation Tools And Enter URL/Search Query In Address Bar.you Can Swipe Up This Chrome's Home As Full Page Or Till Middle Length.
Like Before, You Can Easily Switch Between Tabs In Chrome By Swiping Left, Right From The Address Bar.
